The District Court is implementing an Opiate Recovery Court (ORC) for persons suffering from opiate addictions (both prescription drugs and heroin) over which Judge Carey will preside. Similar to other specialty courts, ORC will provide an alternative to incarceration for those persons charged with opiate related crimes. The ORC will provide individual and group counseling as well as doctor administered injections of Vivitrol, a non-narcotic, non-addictive medication that has been found safe and effective for the treatment of relapse to opioid dependence. Judge Carey and representatives from the Harford County Health Department, Office of Drug Control Policy and Division of Parole and Probation, as well as a representative from the pharmaceutical company supplying the medication will explain the program and answer questions.
